Who we Are
Our history
In 1925, the New York State Association of Certified Football Officials was formed by the Buffalo, Capital District, and Syracuse Football Officials Associations. Since then, the organization has grown to cover the entire state of New York and is made up of nineteen chapters.

Our Purpose
It shall be the purpose of this Association:
A. To promote the uniformity and efficiency in the matter of rules administration,
B. To provide for annual registration of Officials through the New York State Public High School Athletic Association (“NYSPHSAA”),
C. To provide admission for new candidates,
D. To provide promotion from ”Candidate” to “Associate” to “Active” membership in accordance with rating earned through a written examination of rules and mechanics, successful experience in a specified number of games and regular attendance at meetings,
E. To sponsor a series of statewide clinics or interpretation meetings in cooperation with the NYSPHSAA,
F. To administer an annual examination by the Chapters,
G. To distribute rule books, interpretation texts and other materials available from the National Federation and NYSPHSAA,
H. To have available at all times an adequate number of thoroughly trained and capable approved Officials for use by the NYSPHSAA and other recognized members of the Federation of Secondary Schools Athletic Associations,
I. To cooperate with the NYSPHSAA and all other organizations interested in furthering the ideals and goals of High School Football.
FIVE POINT PROGRAM
BOYS FOOTBALL
1. Observe the rules and regulations of their Chapter and the NYSACFO Inc.
2. Attend a minimum of six (6) Interpretation Meetings of the Chapter, or such meetings as determined by the Chapter or NYSACFO Inc.
3. Pass the annual on-line National Federation Football Rules Examination, Part II administered in August of the current year, with a score of at least 85%. Members unable to take the on-line exam, may take a written exam provided by the Chapter Secretary (meeting the same scoring requirements as stated above) and this test must be submitted to the Chapter Secretary no later than September 10th of the current year. Failure to fulfill either test requirement shall result in the member being suspended for the current year.
(First year officials shall be exempt from minimum score requirement).
4. Be certified by the Executive Secretary of the NYSACFO Inc. and be listed with NYSPHSAA.
5. Give evidence of efficient performance on the field.
GIRLS FLAG FOOTBALL
1. Observe the rules and regulations of their Chapter and the NYSACFO Inc.
2. Attend a minimum of three (3) Interpretation Meetings of the Chapter, or such meetings as determined by the Chapter or NYSACFO. Inc.
3. Pass the annual NYSACFO Flag Football Exam with a score of at least 84%.
4. Be certified by the Executive Secretary of the NYSACFO Inc. and be listed with NYSPHSAA.
5. Give evidence of efficient performance on the field.
